Take an old double breasted suit (with matching trousers).

Many are available in good will thrift stores.

Cut the jacket short at waist level.

Create flaps from the material of the trouser legs.

A commercial pattern can be used as a guide.

Line the Flaps.

Attach them to the body of the jacket.

Change the buttons to be more period correct.

A distinguished and inexpensive period fashion piece can be created within a few hours at very little cost.

The total time for completion was 4 hours.
